QCATs raised in Jira have a Clarity tab for clients for review and feedback of tuning

There is a big push to raise QCATs and tuning alerts in the SOC. However some clients have expressed the desire to see the tuning requests, provide feedback, or tune themselves.

As it stands, if a client does not send a ticket back to us with the "request tuning" tag, the SOC will create a QCAT, then create an SDM ticket asking the client for permission to tune, then we relay that information back into the QCAT and commence tuning.
